We specialize in advising and assisting ship owners and operators, port authorities, and marine terminal and facility operators in meeting the stringent requirements of the International Maritime Organization's (IMO) new International Ship and Port Security (ISPS) Code, and, where applicable, the new U.S. Coast Guard security regulations issued under the Marine Transportation Security Act (MTSA), and any requirements of other flag-states. New International Ship and Port Security Code

Under the ISPS Code, cargo ships of 500 gross tons or more, and passenger vessels engaging in international voyages, plus mobile off-shore drilling units are each mandated to conduct a security assessment; conduct an on board security survey; develop a security plan; implement corrective security measures; and be independently audited, all leading to certification by their flag state or its designee prior to July 1, 2004. Port facilities serving such vessels must also meet mandated requirements by the deadline. Note that under the United States Regulations, U.S. vessels and port facilities must complete their assessments and security plans by December 29, 2003.

Note that an estimated 43,000 vessels and ships worldwide are seeking the new International Ship Security Certificates (ISSC)  prior to the July 1, 2004 deadline. Turnkey anticipates that as that date approaches, delays in service and even unavailability may occur. We are devoting considerable resources to staying on top of this changing situation and recommend, as has the IMO, that vessel owners and operators initiate their Security Assessment process now.
